NFHS Approves sweeping baseball rule changes for 2028 season

Safety upgrades, electronic communication and new base options set to reshape high school baseball

The National Federation of State High School Associations (NFHS) announced a comprehensive set of baseball rule adjustments that will take effect at the start of the 2028 season, signaling a decisive shift toward player safety and modest technological integration across high school competition.

One of the most notable changes permits each state to choose between an 18‑inch single first base or a double first base. The larger or dual base is intended to reduce collisions at the basepaths and improve overall player safety, a concern that has grown as the sport’s intensity has increased over recent years.

Coaches will also be allowed to employ one‑way electronic communication to transmit pitch‑call instructions directly to the pitcher or catcher from the dugout. This limited use of technology aims to standardize call delivery while preserving the traditional in‑game decision‑making process.

The rulebook will now prohibit any designs or markings on eye black, addressing concerns that decorative elements could distract opponents or be used to conceal signals. In addition, coaches may utilize electronic scorebooks within the coach’s box, provided the devices remain confined to that area.

To maintain the integrity of the playing field, the NFHS has instituted a blanket ban on most electronic devices during games. At the same time, states are granted the flexibility to begin extra innings with a runner automatically placed on second base, a measure designed to shorten prolonged contests while preserving strategic depth.

Bat certification receives a modern overhaul

Finally, new bat certification standards will be rolled out, tightening the specifications for equipment that can be used in competition. These standards are intended to ensure that bats meet performance criteria that align with safety expectations and to prevent any unfair competitive advantages.
