Steve Mattingly, a collegiate baseball umpire with three decades of experience, has been appointed secretary‑rules editor for baseball, a role he will assume on September 1, 2027.
He succeeds Randy Bruns, whose term is drawing to a close, and will lead the NCAA’s efforts to refine and maintain the sport’s rulebook.
Mattingly’s officiating résumé includes three appearances at the Men’s College World Series, ten Division I super‑regional assignments and twenty regional games, as well as service as a crew chief in the Pac‑12, Western Athletic and Big West conferences.
Currently he works in the Big Ten, Big 12, Pac‑12 and Southeastern conferences, bringing a breadth of perspective from across the nation.
Leadership Through Education
In his new capacity, Mattingly plans to advance the game through education and leadership, ensuring that umpires receive consistent training and development throughout their careers.
He has spent more than 25 years in public education, most recently as an assistant superintendent of human resources in the Phoenix area, and he brings that background to his rule‑making responsibilities.
Beyond the Diamond
Mattingly’s professional journey also includes service in the U.S. Army, a Bachelor of Science from Arkansas State University, and a Master of Education from Northern Arizona University.
Since 2011 he has supervised baseball umpires for the Arizona Community College Athletic Conference and, since 2019, has co‑owned the Umpire Training Institute, a venture dedicated to building a consistent foundation for lifelong development.
His commitment extends to the broader NCAA baseball community, where he aims to foster growth, mentorship and rule integrity for future generations.
