A unprecedented partnership has brought together the Big East Conference and seven other Division I conferences to create a unified women’s basketball officiating alliance. The coalition’s primary goal is to elevate the standard of officiating by fostering collaboration across member conferences.
A Shared Vision for Excellence
The alliance will implement a centralized system that coordinates the assignment, training, evaluation and oversight of officials. By pooling expertise and resources, the partners hope to achieve greater consistency and developmental support for referees across the participating leagues.
Leadership and Experience
Pualani Spurlock-Welsh, a veteran official with more than a decade of experience, has been appointed to lead the initiative. Since 2011 she has served full‑time for multiple conferences and has officiated every women’s NCAA Tournament, including four Final Fours, giving her a deep understanding of the national landscape.
Spurlock‑Welsh’s recent role as supervisor of officials for the ACC, Big East and American Conference positioned her uniquely to coordinate the new alliance. She will work closely with supervisors from each conference to design assignments that maximize geographic efficiency while maintaining high performance standards.
Building on Past Efforts
The current partnership builds on an earlier, informal women’s basketball officiating alliance that was previously overseen by Deb Williamson. Williamson’s retirement opened the door for a more structured approach, and Spurlock‑Welsh’s appointment signals a commitment to continuity and growth.
Strategic Support from Conference Leaders
Big East commissioner Val Ackerman emphasized that the alliance represents a vital opportunity for the conferences to collaborate on identifying, developing and supporting top‑tier officials. His statement underscores the shared belief that collective action will yield better outcomes for the sport.
The alliance includes the Atlantic Coast Conference, the American Conference, the Atlantic 10 Conference, the Big South Conference, the Coastal Athletic Association, the Ivy League and the Metro Conference. Together, these organizations will share best practices, streamline training programs and create a more cohesive officiating ecosystem.
