The Hall of Fame altered its coach eligibility rule, raising the minimum winning percentage from .600 to .595, a change that came after Leach's passing in December 2022.

The ballot also features a group of modern coaches, including Larry Coker, who compiled a 60‑15 record at Miami and captured a national championship in 2001, Dennis Franchione, who amassed 213 wins across seven programs, Ralph Friedgen, a 75‑50 coach at his alma mater Maryland, Jackie Sherrill, who posted a 180‑120‑4 record over multiple schools, and Tommy Tuberville, who finished 159‑99 at four SEC‑adjacent programs and led an undefeated season in 2004.

Legacy Candidates and Current Figures

Legacy candidates on the list are Jim Carlen, Pete Cawthon Sr., and Darryl Rogers, each of whom made notable contributions to the sport in earlier eras. In addition, several current coaches and assistants have been nominated for their playing careers, among them Kellen Moore, Josh Heupel, Ron Rivera, Ken Dorsey and Ken Norton Jr.

The updated criteria reflect a broader effort to honor impactful figures while maintaining statistical benchmarks that reflect the evolving nature of college football.
