A coalition of eight Division I conferences has come together to create a women's basketball officiating alliance, a move designed to raise the standard of refereeing across the sport. By pooling the expertise of each conference, the partnership seeks to eliminate inconsistencies and provide a unified experience for student‑athletes who rely on fair and well‑managed games.
A unified approach to officiating
At the helm of this effort is Pualani Spurlock‑Welsh, who serves as supervisor of officials for the ACC, Big East and American Conference, and who will coordinate the alliance’s activities alongside peers from the Atlantic 10, Big South, Coastal Athletic Association, Ivy League and Metro Conference. Her leadership brings a national perspective to a regional collaboration.
The alliance will deploy a shared platform that streamlines the assignment of officials, standardizes training modules, and establishes a clear pathway for evaluation and mentorship. This collaborative system ensures that every game benefits from consistent, well‑prepared refereeing, reducing variability and enhancing the overall quality of play.
Spurlock‑Welsh brings more than a decade of on‑court experience, having served as a full‑time official for multiple conferences since 2011 and having presided over every women's NCAA Tournament, including four Final Fours. Her deep familiarity with the highest levels of competition equips her to guide the alliance’s strategic initiatives.
By pooling expertise and resources, the partnership aims to enrich the officiating pipeline, offering student‑athletes a more stable and professional environment while fostering growth among the next generation of referees. The initiative also creates opportunities for conferences to share best practices, streamline budgets, and develop joint educational programs that benefit officials across the country.
