A unified front for women’s basketball officiating
The Atlantic Coast Conference has joined forces with seven other Division I conferences to create a first‑of‑its‑kind women’s basketball officiating alliance. The partnership groups the ACC, the American, the BIG EAST, the Atlantic 10, the Big South, the Coastal Athletic Association, the Ivy League and the Metro Conference under a single umbrella dedicated to elevating the quality and consistency of game officials.
At the helm of this initiative is Pualani Spurlock‑Welsh, who has been appointed ACC Supervisor of Officials and will coordinate the alliance’s day‑to‑day operations. A veteran referee since 2012, Spurlock‑Welsh has already built a reputation for her work in the NCAA Tournament, the WNBA, the NBA G‑League and on the international stage.
Leadership and vision
Spurlock‑Welsh will work closely with supervisors from each partner conference to design assignments that maximize geographic efficiency while ensuring a steady pipeline of trained officials. The collaboration also includes a shared curriculum, mentorship programs and data‑driven feedback loops aimed at accelerating skill development across the board.
The alliance builds on the ACC’s longstanding commitment to recruiting, developing and retaining top‑tier officials across all sports. It replaces the previous oversight model that was led by Debbie Williamson for 13 years, marking a new chapter in the conference’s approach to officiating excellence.

Beyond the immediate logistical benefits, the partnership is expected to strengthen the pipeline of women interested in officiating careers, offering clearer pathways, enhanced visibility and a supportive network that can sustain growth for years to come.
