An independent appeal board has confirmed that five members of Canada’s 2018 National Junior Hockey Team violated Hockey Canada’s code of conduct, a finding that triggers a cascade of sanctions and policy shifts within the governing body.
Cal Foote, Carter Hart, Dillon Dubé and Michael McLeod will remain suspended until November 10, 2026, 2027, 2028 and 2030 respectively, while Alex Formenton was cleared and reinstated immediately after the board’s ruling.
The controversy traces back to a 2018 incident at the Hockey Canada Foundation Gala & Golf in London, Ont., where a woman alleged she was sexually assaulted by several players, including Michael McLeod, prompting a police investigation and a subsequent civil claim.
A New Emphasis on Safety
Hockey Canada accepted the board’s recommendations, reinstated the eligibility dates for the sanctioned players and announced an enhanced screening process that will subject future prospects to third‑party review of any past disciplinary findings.
As part of a broader safety agenda, the organization has joined the Abuse‑Free Sport initiative and the Canadian Safe Sport program, aiming to overhaul its cultural framework and prevent future misconduct.
The fallout extends beyond the junior ranks; in 2022 Hockey Canada faced a separate sexual‑assault allegation that led to a funding freeze by Sports Minister Pascale St‑Onge and a series of leadership changes.
John Laskin, Katherine Swinton and Thomas McEwen, all identified in the team’s roster, remain part of the broader discussion as the organization works to restore confidence among stakeholders and sponsors.
