Governance overhaul
The Federal Prospects Hockey League (FPHL) announced this week that it has adopted a sweeping Integrity and Compliance framework under its FedNext modernization program. The board of governors approved the plan on July 13, 2026, setting the stage for a series of reforms aimed at tightening governance and raising competitive standards across all franchises.
Central to the new structure is a public Integrity Reporting Line that will become operational on July 27, 2026. The channel is designed to capture tips about suspected salary‑cap violations and serious ethics or integrity breaches, but it will only accept reports that contain firsthand information or credible supporting evidence. An independent third‑party provider, SAFE Hotline, will handle the intake of these submissions, ensuring a neutral gateway for whistle‑blowers.
The framework also mandates updated salary‑cap standards and clearer responsibilities for teams and players to disclose any reportable compensation or contractual arrangements. A dedicated Compensation Committee, chaired by Ken Andrews, was created to oversee the development and ongoing refinement of these rules, incorporating feedback from clubs that span a wide range of market sizes, regions and developmental stages.
To enforce compliance, the league has defined concrete consequences for intentional circumvention of the cap and for false reporting, reinforcing the message that breaches will be met with swift disciplinary action. The rules apply uniformly to every team and market, reflecting the FPHL’s commitment to a level playing field.
Beyond the immediate regulatory changes, the league says the new framework is part of a broader effort to build trust among stakeholders, from sponsors to fans. As the FPHL continues to gather experience from its first seasons under the new system, it plans to review and adjust the measures to ensure they remain effective and fair.
