Fulton brings more than 30 years of experience as a collegiate referee, having officiated at the pinnacle of Division I and III competition. Since 2020 he has served as the secretary‑rules editor for NCAA men’s and women’s ice hockey, where he coordinated rule modifications, oversaw national rules meetings and helped shape education programs for officials.

In his new capacity Fulton will manage the recruitment, development, evaluation and selection of officials for Division I and III men’s ice hockey.
