Fulton arrives with more than three decades of experience across all levels of collegiate hockey. Since 2020 he has served as the NCAA men’s and women’s ice‑hockey secretary‑rules editor, acting as the national interpreter of the rulebook and coordinating annual rules changes. His tenure also includes oversight of the RefQuest education platform, where he developed comprehensive officiating curricula and led national rules meetings.
A New Era for Officiating
He succeeds Frank Cole, who retired after 27 years at the helm of the officiating program. Cole’s long tenure helped shape the modern framework for recruiting, training, and evaluating officials across NCAA Division I and Division III. Fulton’s appointment is expected to build on that foundation, emphasizing continuous education and a tighter integration of rule interpretation with on‑ice performance.
