Matt Young Steps Into NCAA’s Top Officiating Role
After a distinguished 22‑year career that includes coordination of officials for the Ohio Valley and Atlantic Sun conferences, Matt Young has been named the NCAA’s new secretary‑rules editor, succeeding Steve Shaw effective September 1. His appointment marks a continuation of the association’s push to refine officiating standards across Division I, II and III football.
Young’s journey to the national office began on the sidelines of high school games in Kentucky, where he earned a reputation for meticulous rule application and calm leadership. Over the past decade he has overseen officiating crews for the United Athletic Conference and was selected to manage the 2009 Division I Football Championship Subdivision national title game, a testament to his expertise and reliability.
Beyond the rulebook, Young has served as a chaplain for the Newport Fire/EMS Department since 2011, balancing his public‑service duties with a deep commitment to the sport’s integrity. He has expressed gratitude for the new role, emphasizing fairness, player safety and the continual improvement of officiating accuracy and consistency.
A Commitment to Fairness and Innovation
In his inaugural remarks, Young highlighted the importance of upholding longstanding traditions while embracing new approaches that leverage technology. He noted that collaborative efforts across conferences such as the Ohio Valley and Sun Belt will be essential to modernize mechanics, enhance player protection and ensure that every snap is judged with the highest possible precision.
The NCAA’s officiating department, under Young’s guidance, plans to expand the use of video review, refine training protocols and foster a culture of continuous improvement. By integrating these tools, the association aims to reduce errors, protect athletes and preserve the competitive balance that defines college football.
