The proposal originates from the Minnesota High School Girls Flag Advisory Council, a coalition of school administrators, athletic directors and coaches who have been lobbying for formal recognition to streamline eligibility rules, registration processes, insurance coverage and liaison assignments.

If the board approves the measure, the MSHSL would assume oversight of those core functions, potentially paving the way for a fully sanctioned varsity competition in the near future.

The Minnesota Vikings have been among the most vocal supporters, pledging more than $2 million since 2022 to fund league expansion, remove participation barriers and develop infrastructure across the region.
