Morecambe FC Set for First-ever Censure by Independent Football Regulator

Club owners warned over delayed information as relegation removes them from IFR’s jurisdiction

A historic rebuke

Morecambe FC is on the brink of becoming the first club to be formally censured by the Independent Football Regulator, a body created to enforce financial stability across English football.

The regulator announced that the club’s owners, Kuljit Singh Momi and Harjit Singh, will also face censure after a series of missed deadlines to supply the information required for the IFR’s oversight regime.

The regulator’s warning

Relegation to the National League North, which drops the team to the sixth tier of English football, removes the club from the IFR’s direct jurisdiction, but the regulator has still pressed ahead with a warning notice.

The warning notice, posted on the IFR’s website, gives the club and its owners until 28 July to make any representations before the matter is considered closed.

Implications for the club

The IFR first sought data on 20 February, asking for details to establish and monitor its Ownership and Directorship System of Enforcement, or ODSE, regime.

When the club failed to respond, a second request was sent on 31 March, followed by a further round of queries on 16 June, each time receiving either no reply or an inadequate answer.

Although the club eventually supplied some details, several key questions remain unanswered, leaving the regulator satisfied that the breach is at the lowest level of seriousness, yet still worthy of censure.

The episode underscores the IFR’s determination to apply its rules uniformly, even as the organization continues to refine its approach to safeguarding the financial health of clubs in the top five tiers of the English game.

All eligible clubs must secure a provisional license from the IFR by the start of the 2027‑28 season, a deadline that will shape how lower‑division sides like Morecambe navigate future compliance checks.
