The penalty stems from a late‑race collision between Preece and Ty Gibbs at Texas Motor Speedway, an incident that saw Gibbs’ car spin out and forced the veteran into the wall.

The appeals panel included veteran industry figures Tom DeLoach, Dixon Johnston and Lake Speed, whose varied perspectives contributed to a decision that, while not unanimous, ultimately upheld the original sanction.
Radio transcripts revealed that Preece made a derogatory comment about Gibbs, a detail the panel cited when assessing intent and the spirit of competition.
