Weber State had opened the scoring with a penalty conversion in the 23rd minute, but the Beavers answered swiftly with Hoffman's equalizer.
Goalkeeper Libby Brooker, making her first start, delivered nine saves, highlighted by a daring diving stop in the 31st minute that kept the visitors in contention.
The match swung back when Weber State reclaimed the lead in the 78th minute, striking low into the corner to make the score 2-1.
Oregon State were unable to find another equalizer, and the defeat leaves them with a 0-1 record as they prepare for a demanding stretch that includes road games at Oregon and Washington before returning home.
