Broad Investigative Powers

The IFR is empowered to issue information notices that compel clubs, leagues and commercial partners to disclose financial and operational data, to appoint expert reporters who can produce detailed assessments on matters of concern, and to conduct formal investigations whenever suspected breaches of the Act occur.

Enforcement and Sanctions

When investigations uncover non‑compliance, the regulator may impose a spectrum of penalties, from public censure to fines that can reach ten per cent of a club’s or competition organiser’s total revenue. In the most serious cases, the IFR retains the authority to suspend or even revoke a club’s operating licence, effectively halting its ability to compete.

Criminal Liability and Limits

The legislation also creates criminal offences for obstructing officers, destroying evidence or refusing to cooperate, carrying penalties of up to two years’ imprisonment. However, the IFR’s remit is confined to financial and governance matters; it cannot levy sporting sanctions such as points deductions or transfer bans, which remain the domain of competition authorities.

By centralising oversight and granting it extensive powers of inquiry and enforcement, the Act aims to prevent the kind of financial mismanagement and governance failures that have plagued football in recent years, while also ensuring that the sport’s regulatory framework aligns with broader public interests.
