FIFA announced that it will place a 21 percent stake in a newly created entity called FIFA Forward Enterprises (FFE) on the market, targeting $4.2 billion in proceeds. The move is intended to triple the organization’s development budget, which will be distributed to each of its 211 member associations starting at $20 million per four‑year cycle.

President Gianni Infantino has framed the initiative as a way to democratize football’s financial resources, arguing that a more equitable distribution will strengthen the sport worldwide and support growth at the grassroots level.

Opposition has emerged from UEFA, which issued a statement warning that the commercialization of football’s governing bodies threatens the integrity of the game and calling for greater transparency in the handling of the funds.

Potential backers of FFE include Thrive Eternal, Apollo Sports Capital and JP Morgan, though the final list of investors has not been confirmed and the terms of the offering remain under discussion.

The proposal comes as FIFA prepares for a new four‑year cycle that is projected to generate $15 billion, double the previous period, and as it explores expanded tournaments such as a 64‑team World Cup and an enlarged Club World Cup.

A FIFA spokesperson clarified that Infantino will not retain operational control of FFE and will not receive a salary comparable to league commissioners, but the plan still requires approval from a majority of member associations and the 37‑member council.
