FIFA’s Anti‑Time‑Wasting Experiment at the World Cup Proves Effective

Chief Refereeing Officer Pierluigi Collina hails the new rules after a month of group‑stage play

A New Era of Pace

Pierluigi Collina, FIFA's Chief Refereeing Officer, has described the anti‑time‑wasting measures introduced for the World Cup as a resounding success. Across 72 group‑stage games the new protocols have already altered the rhythm of play, keeping matches tighter and more dynamic.

The regulations impose a five‑second limit on goal kicks and throw‑ins, and require substituted players to leave the pitch within ten seconds. Collina reported that just one player failed to meet the ten‑second deadline, while the five‑second rule was breached fifteen times in total.

Four of those breaches resulted in corners being awarded to the opposition, and eleven led to a reversal of possession on throw‑ins. Despite the limited number of infractions, the impact has been tangible: medical staff interventions have been rare, and the overall injury rate has dropped noticeably.

Behaviour on the field has also improved. Only a handful of cautions and red cards have been issued, with six of the ten dismissals coming for denying an obvious goal‑scoring opportunity. One notable dismissal involved Paraguay's Miguel Almiron, who became the first player sent off for covering his mouth during a confrontation.

The new directives have not been without controversy. VAR intervened to disallow Jonathan Tah's extra‑time goal for Germany after a review, and Waldemar Anton was penalised for a foul on Paraguay goalkeeper Orlando Gill. Germany head coach Julian Nagelsmann was booked for his protests, underscoring the fine line between tactical adjustment and dissent.

Coaches and players have been briefed extensively on the rules, and referees are being instructed to apply them consistently. As the tournament progresses, FIFA expects the standards to be refined, aiming for a seamless integration that preserves the spirit of the game while accelerating its pace.
