FIFA has announced plans to spin off a $20 billion commercial subsidiary, dubbed FIFA Forward Enterprise (FFE), that will bring together the governing body’s commercial and event‑management operations under one roof.

The initiative is designed to tap external capital markets, with the goal of raising as much as $4.2 billion to fund worldwide football development projects and to expand the sport’s reach in underserved regions.

European football’s governing body, UEFA, has openly criticised the scheme, with President Aleksander Cefelin stating that the commodification of football’s governance threatens the sport’s integrity and that he would not be attending the upcoming World Cup final.

In response, FIFA President Gianni Infantino argues that the new entity will channel resources into inclusive growth, pointing to a planned increase in funding for member associations from $8 million to $20 million for the 2027‑30 development cycle.

Investor interest is already emerging; the venture‑capital arm Thrive Eternal, launched by Thrive Capital, is expected to lead the financing, with former Disney chief executive Bob Iger serving as an adviser to the fund.

Under the proposal, FIFA would retain exclusive authority over football governance, competition rules and regulatory decisions, consolidating control while seeking private‑sector backing.
